I found the wizard! File > New Wizards > Other, then checkmark the box "Show All Wizards". A little tricky, but it's there. HOWEVER, no matter what connection I try via the wizard (either Teradata or Oracle), I get a connection error with the reason of "Failed to get reusable connection by : [connection profile name]." I get the same error when trying to open an Oracle connection from within the SQL File Editor after having opened it via the right-click method in the Project Explorer. In fact, the right-click method opens up the editor with the Oracle connection indicated as disconnected in the top right of the window even though the connection itself is open (from the Data Explorer).
Another odd behavior is that from the editor, I can execute SQL on Oracle only from the the top menu (Tools > Execute All). I can only Execute All, not Execute as Individual Statements. There are no execution buttons within the editor window, and all execution options are grayed out when right clicking within the window.
